QIDAN submission – NDIS Bill No. 1 2024
QIDAN consulted with its advocates across Queensland, who delivered over 10,000 hours of assistance related to NDIS issues in the 2022-2023 financial year. The National Disability Insurance Scheme Amendment (Getting the NDIS Back on Track No. 1) Bill 2024 (‘The NDIS Bill No 1 2024’) caused some agitation in the disability community, given the numerous changes proposed, without engagement with NDIS participants and the disability community.
QIDAN made 8 recommendations, focused on:
1. Ensuring that all disability reforms were fully digested and responded to by the State and Federal Governments
2. The need to create a foundational support framework first, before changing the way that participants access and navigate the NDIS
3. Developing the recommended NDIS Experience Design Office to ensure reforms in participants pathways are designed by and with NDIS participants
4. Priorititising short-term over complex recommendations
5. Aligning the proposed NDIS Bill with the legislative recommendations made in the DRC
6. Reinforcing choice and control
7. Engagement and transparency when developing NDIS Rules
8. Ensuring that the NDIS is truly focused on the whole person principle
The new NDIS laws came into effect on 3 October 2024, and whilst not all QIDAN’s recommendations were implemented, we continue to watch the NDIS space closely.
